You have to be very careful about the view of unused media. If you are using it to determine if a clip has been used or not you can be easily misled. This is because, if you use just a range of clip, that range will indeed be excluded from the Unused Media view – BUT the rest of the media of the clip will now appear as TWO clips – one for each unused range. So you may thing that particular clip was not used.

You are correct, it shows all media which is not used, not just which clips are unused.
