Does Compressor have a setting which employs an optical flow algorithm when changing frame rates? I realize that optical flow has its own set of potential problems that can sometimes be worse than frame blending or frame adding/dropping. But when it works well, it’s a god-send.

Yes, Compressor can do optical flow as part of frame retiming, but it takes a LONG time. And, in general, I have not found optical flow to be accurate enough for longer-form elements (more than 30 seconds) to make it useful.
