That seems straightforward enough until you mentioned a shopping mall monitor. What if the mall kiosk is exceptionally cheap and it’s just a conventional flatscreen Tv turned sideways – can I add a rotation to this 9×16 vertical video, so it continues to fill the screen and read correctly? Not so long ago, you had to hand-forge that kind of thing in AfterEffects or own a special scaler/media player connected to that monitor. Can we use Compressor to “cheat” the video to fit the aspect ratio AND the rotation? How DO people handle conforming to these kinds of displays nowadays?

There will undoubtably be some low-budget monitors that require special treatment. Why should malls be any different from the rest of the media industry.
Compressor won’t rotate a video. But that can easily be done – if you know ahead of time – in the NLE you use to create the project. Or, you can use QuickTime Player to rotate the video. Rotation is not a problem and doesn’t require reediting in an NLE.
